This effect will curse the victim to inflict 5 points less damage with every weapon attack (minimum damage being zero, of course). It will first reduce strength bonuses, then weapon proficiencies. It affects all weapon damage in the same way, including ranged attacks, and regardless of whether the weapon is used with one hand or two.
